I'm doing them as fast as I can :) Book 3 is almost up to date, and whenever I have time I'll go back and finish book 2. I highly doubt that I'll ever do book 1.

Whenever I have a good reason to write one again. There's always active, up-to-date discussion going on in the comments though, so even if the editorial is outdated, go ahead and join the conversation!

WT Forums basically doesn't exist anymore because it was relatively inactive. The new place to hang out for all Avatar discussion is on the Animation Insider Forums

Usually, actually, the answer is yes, as long as you ask first and include a link back to me. For screencaps and other pictures, it would be nice if you download them to your own site, as I have enough badwidth issues as is, but if you don't have a site, then you can use mine, though again, linking back to me is highly appreciated. (NOTE: This is for if you just want a picture for an avatar, or for a page on your website. If you want a screencap section, but don't want to take the caps, don't take all of mine and put them on your site. Just link to my screencaps. Also, you can take a character bio or two, but no more than that. If you want a bios section, type it up yourself, or just link to mine.)
Same thing goes for almost everything else from shipping points to character bios (just remember to ask first!), with one exception: the speculation section. Please do NOT copy anything more than a short excerpt from my speculation section (short excerpt means one or two sentences). I spent many, many hours typing those up, thinking of the topics, etc. To request permission to copy one of the comments in the speculation section, you'll have to ask the comment author.

I have no idea, if anyone learns details, they'll be posted on the website.
